**Personal Watercraft means a recreational watercraft that:(1) is intended to be operated with the person(s) sitting, standing or kneeling (rather than the person(s) being within or inside the confines of a hull, as in a boat; and (2) primarily moves through the water by the use of an inboard, internal combustion engine powering a water jet pump
